House Resolution 5680, also know as the Ethiopia Freedom, Democracy and Human Rights Advancement Act of 2006, is a bill awaiting action in the United States Congress. In summary HR5680 will help Ethiopia build:
1. Strong democratic institutions processes and practices
2. Enjoy human rights and civil liberties
3. Become a just society by requiring the release of political prisoners who are jailed unlawfully
4. Professionalise and modernise its judicial system and promote the rule of law
5. Strengthen it's ties to the United States and forge an effective anti-terrorism partnership in Africa
6. Provide $20 million over two years to cover costs associated with implmentation of the bill

HR5680 did not reach the house prior to the recess for the midterm elections. There is still time to ensure that it is placed on the suspension calendar when Congress reasembles after the mid-term elections.
